Gathered in Antananarivo as part of the National Workshop on Training, Awareness, and Advocacy on a Just Energy Transition, organized by the Laudato Si’ Madagascar Movement in collaboration with the Centre Arrupe Madagascar, the representatives of civil society organizations, religious institutions, the academic community, youth, and stakeholders committed to safeguarding our common home, launched a solemn appeal to policymakers, technical and financial partners, and all stakeholders on 3rd of October 2026.

Madagascar has exceptional potential in renewable energy — solar, hydropower, wind, geothermal, and sustainable biomass. Yet, a large part of the population continues to live in energy precariousness, with limited access to reliable, affordable, and sustainable energy. This situation hinders economic development, exacerbates social inequalities, and weakens the vulnerability of communities to the effects of climate change.
The energy transition cannot be reduced to mere technological substitution. It must be a profound transformation of our development model, based on social justice, good governance, transparency, citizen participation, and respect for human dignity. Every Malagasy, wherever they live, must be able to benefit from clean, accessible, and sustainable energy.
All Stakeholders present at the National Workshop called on national authorities to:
- Make the energy transition a national strategic priority;
- Accelerate public and private investments in renewable energy, particularly solar, hydropower, wind, and decentralized solutions for rural areas;
- Strengthen energy sector governance by improving transparency, institutional performance, infrastructure maintenance, and combating technical losses;
- Support rural electrification through community mini-networks, appropriate financing mechanisms, and partnerships with local authorities;
- Promote clean cooking solutions that are accessible to reduce dependence on charcoal and preserve forest resources;
- encourage research, local innovation, and the development of national skills in the field of renewable energies;
- Fully integrate young people, women, local communities, and civil society organizations in the development, implementation, and monitoring of energy policies.
The Stakeholders also invite technical and financial partners to strengthen their support for local initiatives that promote an energy transition adapted to the economic, social, and cultural realities of Madagascar, creating jobs, economic opportunities, and climate resilience.
They also call on religious institutions, educational institutions, the media, and civil society organizations to continue their awareness-raising efforts to promote a true culture of integrated ecology, energy sobriety, and collective responsibility.

Madagascar’s energy future depends on the decisions made today. A just energy transition is a historic opportunity to improve the living conditions of the population, protect our exceptional biodiversity, strengthen our energy sovereignty, and build a more equitable and sustainable development.
Stakeholders urged policymakers to act with courage, ambition, and responsibility to make renewable energies a true engine of human development, social justice, and prosperity for all present and future generations.

It is within this meeting that the Laudato Si’ Ambassadors (ALS) Madagascar used the General Assembly to reflect, collaborate, and plan for the movement’s future. The gathering allowed members to evaluate key achievements and challenges, refine the Madagascar Chapter’s action plan, and set new priorities for upcoming initiatives. Highligt of the event was the official election and installation of the new Madagascar Chapter executive committee, establishing leadership to guide the movement’s continued commitment to ecological action and community care.
Together, let’s commit today to a Madagascar powered by clean energy, accessible to all, and a sustainable future.
